When did it become normal for policemen carrying AK47s to litter the country? When did it become normal to have checkpoints all around the nation?

On my street and probably yours, 90% of the houses have a dedicated security man.
When did it become normal for EVERY house, both small and big to have independent security arrangements?

My dad spent years building a house but cannot move in. The father of my friend Jermaine, built a house, moved in; but is moving out back to campus after being kidnapped.
People build houses and wonder if they should paint it; before buying a car, you factor in the 'attractiveness' of the car... to thieves.
When did it become normal not to enjoy the fruits of your labour?

Foreign visitors are brought from the airport in a convoy of armed wielding policemen and sometimes soldiers.
When did it become normal to showcase our insecurity?

So when and how did things get this bad?*
